The first Earth Day happened in 1970. In 1974, California became the first state to enact energy usage regulations. California was also the first to enact an energy regulation commission – the California Energy Commission (1975). Today, California has the lowest per capita energy consumption in the United States. Title 24 compliance has gradually increased over the past 47 years and can be expected to continue in 2021 and well beyond.

The most current updates took effect on January 1, 2020 (codified in 2019) with changes to Title 24, Part 6. Thechanges affect all building projects now applying for a building permit. Almost no construction is exempt. These changes include energy and water efficiency requirements along with indoor air quality for:

  • Newly constructed buildings.
  • Additions to existing buildings.
  • Alterations to existing buildings.
  • New residential requirements.
  • Newly constructed healthcare facilities such as hospitals, nursing homes, assisted living facilities,etc.
